• Creates a new statutory section establishing the state librarian's duties to collect, acquire, arrange, classify, and catalog library materials; maintain their safekeeping; expend appropriated funds; and establish branch libraries throughout the state.

• Removes from the board of education's duties most library management responsibilities (acquiring books, cataloging, maintaining facilities, contracting, hiring staff, and adopting rules), delegating these functions to the state librarian instead.

• Transfers authority over fees, cost-recovery charges, and procedures for lost books and overdue fines from the board of education to the state librarian.

• Designates the state librarian (rather than the board of education) to administer the special fund for library donations and the library fee for enhanced services fund.
