Appropriates funds for one advanced life support ambulance to be based in Makalei on the island of Hawaii for fiscal years 2015-2016 and 2016-2017.

Ambulance to operate during daily peak hours from 8:00 a.m. to 10:00 p.m. and includes acquisition of vehicle, equipment, and personnel costs for state-certified emergency medical service personnel.

Addresses the Makalei area's increased population and steady rise in emergency medical services calls, with medics currently handling up to ten transports in a 24-hour shift.

Legislature finds the ambulance would reduce death and disability, improve response times to 911 calls, and be cost-effective given the island's growth and aging population.

Department of Health to expend appropriated funds for implementation; effective July 1, 2060.
