Authorizes department of land and natural resources agents with police powers to conduct administrative inspections of fishing vessels and boats within the West Hawaii regional fishery management area.

Requires aquarium collecting permit holders to physically possess their permit while fishing and display it upon request by enforcement officers.

Mandates aquarium collecting vessels be registered with the department, clearly display required identification permanently affixed to the vessel, and fly both a stiffened flag and dive flag.

Permits administrative inspections of bags, containers, and motor vehicles in boat harbors, boat ramps, and on the water to enforce regulations on fish catch.

Takes effect January 1, 2016.
