Increases pesticide licensing fee from $75 to $310 per year and changes license term from three years to annual expiration on December 31.

Expands authorized uses of the pesticide use revolving fund to include registration, certification, compliance monitoring, electronic data collection system development, personnel costs, educational materials, demonstration trials, and pesticide disposal program.

Establishes two new positions: an environmental toxicologist within the Department of Agriculture and a pesticide extension specialist within the University of Hawaii College of Tropical Agriculture and Human Resources, to be funded by the pesticide use revolving fund.

Requires a memorandum of understanding between the Department of Agriculture and University of Hawaii regarding expenditure of revolving fund moneys and annual reporting to the legislature on fund deposits and disbursements.

Removes the sunset date from Act 168 (Session Laws of Hawaii 2010), making permanent the removal of restrictions on pesticide use revolving fund expenditures beyond limited personnel costs.
