Establishes a working group convened by the chairperson of the board of agriculture to evaluate the state procurement process for agricultural products and increase consumption of locally-grown products in state institutions.

Working group membership includes the board of agriculture chairperson (who serves as chairperson), comptroller, director of public safety, board of education chairperson, University of Hawaii president, chief procurement officer, a Hawaii Farm Bureau Federation representative, and other persons deemed advisable.

Working group shall examine whether agricultural product purchases should be exempt from procurement requirements, methods to streamline processes for farmers and ranchers, and other relevant considerations.

Members serve without compensation but shall be reimbursed for expenses including travel necessary for performing their duties.

Working group must submit a written report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the 2016 regular session.
