Creates a new classification of "fourth class-taro lands" for undeveloped public lands in conservation districts that were used for wetland taro cultivation before statehood or retain historic structures like irrigation ditches, terraces, or stone walls.

Prohibits district boundary amendments for lands classified as fourth class-taro lands to provide permanent protection for taro growing areas.

Defines "taro lands" as undeveloped public conservation lands in wetland taro cultivation prior to statehood or traditional taro lands with evidence of historic lo'i kalo structures.

Directs the Board of Land and Natural Resources, in conjunction with the taro security and purity task force, to create an inventory of lands classified as fourth class taro lands under chapter 91, Hawaii Revised Statutes.

Appropriates unspecified funding for fiscal years 2015-2016 and 2016-2017 to the Board of Land and Natural Resources to identify and inventory taro lands; effective July 1, 2015.
