Amends HRS § 188-71 to specify that harassment of fishermen includes purposeful actions intended to prevent the taking of fish by persons with permits, licenses, or fishing in state marine waters.

Expands the definition of harassment to include placing oneself to affect fish behavior, creating sensory stimuli, affecting personal property placement, or obstructing access to fishing areas, with specific intent to prevent fish-taking.

Adds exceptions allowing photography or video recording of fishermen at reasonable distances and activities conducted under the department's makai watch program.

Designates DOCARE (conservation and resources enforcement officers) to enforce harassment statutes including criminal harassment (§ 711-1106), harassment of hunters (§ 183D-27.5), and harassment of fishermen (§ 188-71).

Maintains maximum penalty of $500 fine, thirty days imprisonment, or both for violations; effective date December 24, 2088.
