• Amends Hawaii Revised Statutes Section 171-52(b) to establish new restrictions on disposition of land parcels as remnants.

• Prohibits disposition of a parcel as a remnant solely due to lack of adequate access.

• Prevents disposition of remnant parcels if the board finds they contain natural or cultural resources necessary for native Hawaiian subsistence, cultural, or religious practices under the state constitution.

• Prevents disposition if the parcel contains natural resources requiring protection or conservation for current or future generations, or provides public access to beaches, coastal resources, or mountain resources.

• Effective date: July 1, 2030.
