Limits the apprenticeship agreement procurement preference to counties with a population of 500,000 or more, removing the requirement from smaller counties.

Changes the language from contractors must "employ" apprenticeable trades to contractors must "utilize" those trades in completing the public works contract.

Requires bidders to provide written proof of registered apprenticeship agreements for each apprenticeable trade they will utilize and to certify monthly during contract performance.

Applies sanctions including temporary or permanent work cessation or debarment/suspension proceedings if a contractor fails to maintain required apprenticeship agreements during construction.

Effective July 1, 2015, applying to bids submitted on or after that date; does not affect rights or penalties from before the effective date.
