Requires males aged 18-26 to be in compliance with the federal Military Selective Service Act to enroll in state-supported post-secondary institutions, including University of Hawaii schools.

Prohibits individuals not in compliance with the Military Selective Service Act from receiving state-provided or state-guaranteed loans, grants, scholarships, or other financial assistance for post-secondary education.

Bars non-compliant males aged 18-26 from employment with the State or any county, including all state and county offices, boards, commissions, departments, and agencies.

Provides exceptions for individuals under 18 or over 26, those on active military duty, non-citizens and non-resident immigrants, residents of the Trust Territory of the Pacific Islands or Northern Mariana Islands, and those excused under the Military Selective Service Act.

Takes effect upon approval.
