Prohibits commercial websites from charging fees to remove arrest booking photographs for individuals whose cases resulted in no conviction, dismissal, acquittal, or successful completion of deferred prosecution.

Requires websites to remove arrest booking photographs within 30 days of a written request containing the subject individual's name, date of birth, date of arrest, and criminal justice agency name.

Prohibits criminal justice agencies from posting arrest booking photographs on websites or providing them to persons who will publish them for profit with removal fees, except as required by other laws.

Requires persons requesting arrest booking photographs from criminal justice agencies to affirm they will comply with restrictions, with false statements constituting a violation of section 710-1063.

Applies to cases where charges were dismissed, statute of limitations expired, grand jury issued two no bills, individual was acquitted, or individual successfully completed deferred prosecution or probation for drug-related offenses.
