Amends Hawaii Revised Statutes Section 103D-102(b) to expand procurement exemptions for utility services under the public procurement code.

Adds new exemption category for renewable energy utility services generated from a renewable energy system as defined in Section 269-91, provided rates are lower than regulatory agency rates for comparable services.

Renumbers existing exemption categories (G through L) to (H through M) to accommodate the new renewable energy exemption.

Maintains existing exemption for utility services whose rates or prices are fixed by regulatory processes or agencies.

Takes effect upon approval.
