Requires wireless telecommunications service providers to release domestic violence victims from shared or family wireless service plans without charge, penalty, or fee upon submission of a written opt-out request and documentary evidence of domestic violence.

Accepts valid police reports, orders for protection under chapter 586, or signed affidavits from licensed medical or mental health providers as documentation of domestic violence.

Mandates wireless providers supply a substitute or new phone number or alternative service within 24 hours of an opt-out request at no charge.

Authorizes family courts to issue orders requiring wireless providers to transfer billing authority and phone numbers to domestic violence victims or to remove victims from shared plans and assign substitute numbers without charge, penalty, or fee.

Provides immunity from civil liability for wireless telecommunications service providers acting in accordance with court orders issued under this law.
