Requires general engineering contractors and general building contractors to pass additional examinations and pay additional fees to obtain specialty classifications, matching requirements already imposed on specialty contractor licensees.

Modifies Hawaii Revised Statutes Section 444-8(b) to specify that no specialty classifications shall be issued to general engineering or general building licensees without additional examination and fees for each specialty classification.

Previously, general engineering and general building licensees could obtain multiple specialty classifications (up to 17 and 10 respectively) without additional examinations or license fees, creating an inconsistency with specialty contractor licensees.

Removes the exemption that prevented general engineering and general building licensees from paying additional license fees when qualifying for additional classifications.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that began before the effective date.
