Requires each University of Hawaii campus to prepare an annual operations plan for fiscal year budget requirements, submitted to the VP for Budget and Finance and CFO.

Mandates the President and VP for Budget and Finance review campus operations plans to ensure consistency with board policy, legislative appropriations, proper planning, efficient management, and that appropriations will not be exhausted before fiscal year end.

Authorizes the President and VP for Budget and Finance to approve, modify, or withhold planned expenditures for any campus during the appropriations period.

Requires unspent moneys in the University of Hawaii Tuition and Fees Special Fund for each campus to lapse at fiscal year end to Program ID No. UOH900 (University of Hawaii, system wide support).

Effective July 1, 2015.
