Directs the auditor to conduct an audit of the University of Hawaii's management of faculty workload no less than one year prior to the expiration of each faculty union collective bargaining agreement.

Requires the auditor to submit audit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the start of the regular session in the year each faculty union agreement expires.

Mandates an updated audit of University of Hawaii's management of faculty workload to be reported to the 2016 legislature no later than twenty days before the 2016 regular session convenes.

Responds to unfavorable findings from 1973 and 1997 audits that identified inadequate faculty workload policies and inefficient utilization of instructional faculty resources.

Takes effect on July 1, 2015.
