Requires the University of Hawaii Board of Regents to adopt rules providing educational benefits to nonsupervisory employees in blue collar positions assigned to the collective bargaining unit established under Hawaii Revised Statutes section 89-6(a)(1).

Extends the same educational benefits to officers and employees of the University of Hawaii who are excluded from collective bargaining and belong to the same compensation plans as the blue collar collective bargaining unit.

Defines "educational benefits" to include tuition waivers, reduced tuition, and tuition benefits for employees or officers and their spouses, domestic partners, and children.

Aligns educational benefits for blue collar workers with those currently provided to faculty of the University of Hawaii and the community college system under the collective bargaining unit established under section 89-6(a)(7).

Effective date: July 1, 2030.
