Requires the University of Hawaii to develop a graduation pathway system with structured default pathways to graduation, academic maps with sequential class scheduling, intrusive advising, and local employment market data to guide students toward on-time completion of their degrees.

Appropriates $500,000 from general revenues for fiscal year 2015-2016 to develop the graduation pathway system, which must allow students to register for classes.

Appropriates $5,640,000 from the university revenue-undertakings fund for fiscal year 2015-2016 for renovations, repairs, and improvements to the John A. Burns School of Medicine, with authorization lapsing on June 30, 2018.

Requires the University of Hawaii to submit a progress report to the legislature no later than twenty days prior to the 2016 regular session on its efforts to develop the graduation pathway system and increase on-time graduation rates.

Takes effect on July 1, 2015.
