Requires the University of Hawaii Board of Regents to perform a program evaluation every two years beginning no later than July 1, 2017, to determine whether the College of Pharmacy at UH Hilo should continue operating.

Main evaluation criteria shall compare funds received by the college against operating costs, including detailed accounting of existing revenue sources and a six-year revenue projection segregated by source.

Board of Regents must report evaluation findings to the legislature no later than twenty days before the start of the regular legislative session each year, beginning with the 2018 session.

Allows the Board of Regents to initiate termination proceedings if the evaluation determines the college of pharmacy is not fiscally sustainable.

Protects currently enrolled students by prohibiting disruption of their education regardless of evaluation outcomes.
