Increases University of Hawaii Board of Regents from 15 to 18 members, adding three new voting seats for student and faculty representation.

Requires at least one undergraduate student member, one graduate student member, one research faculty member, and one at-large faculty member on the board.

Sets two-year terms for student and faculty members, compared to five-year terms for other board members, with eligibility for one additional reappointment.

Directs the candidate advisory council to actively solicit recommendations from representative organizations when considering candidates for the four new student and faculty positions.

Maintains existing geographic representation requirements for 12 other board members (seven from Honolulu, two from Hawaii, two from Maui, one from Kauai).
