Establishes a minimum of 10 graduates per academic year for undergraduate degree-granting programs at University of Hawaii at Manoa, University of Hawaii at Hilo, and University of Hawaii, West Oahu campus, effective starting 2016-2017 academic year.

Requires abolishment of any undergraduate program that graduates fewer than 10 students per year for three consecutive academic years.

Exempts self-sustaining undergraduate programs that generate sufficient income to fund their own administrative costs, including salaries, fringe benefits, and other expenses.

Allows the board of regents to extend the three-year consecutive year evaluation period to a maximum of six consecutive academic years.

Responds to University of Hawaii at Manoa's $31,000,000 budgetary shortfall and declining student enrollment by addressing unprofitable academic programs.
