Legislative Reference Bureau shall conduct a study on whether civil service benefits under chapter 76, HRS and collective bargaining benefits under chapter 89, HRS should apply to Research Corporation of the University of Hawaii employees.

Study must analyze the corporation's mission, responsibilities, functions, recruitment needs, employee status, benefits, duties, and retention concerns.

Study must evaluate alternative strategies to address the corporation's recruitment and retention concerns beyond civil service and collective bargaining benefits.

Legislative Reference Bureau shall submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2016 regular session convenes.

Act takes effect July 1, 2115.
