Requires marked crosswalks with adequate lighting at any newly constructed, reconstructed, resurfaced, or renovated intersection of two arterial streets.

Makes the department of transportation or responsible county responsible for installing the required crosswalks.

Defines "arterial street," "crosswalk," and "intersection" by reference to section 291C-1 of Hawaii Revised Statutes.

Effective date is July 1, 2050, and applies to intersections where construction plans or designs commence on or after that date.
