Amends Act 158 (Session Laws of Hawaii 2014) to narrow the scope of the State Innovation Waiver Task Force to focus specifically on developing an Affordable Care Act Section 1332 state innovation waiver plan.

Removes provisions requiring the task force to examine feasibility of alternative health reform approaches, premium rate variations, and exemptions, consolidating these into the waiver plan development.

Requires the waiver plan to ensure health insurance coverage is at least as comprehensive, affordable, and available as under federal law while remaining budget neutral to the federal government.

Mandates the task force examine options for providing affordable insurance coverage for uninsured and underinsured individuals including innovations to Hawaii's Medicaid program.

Requires compliance with federal public notice requirements under 31 CFR Part 33 and 45 CFR Part 155 and directs task force to submit interim reports to the legislature prior to 2015 and 2016 regular sessions.
