Establishes a protective order card pilot program administered by the Honolulu family justice center to issue laminated cards to holders of long-term protective orders issued by first circuit courts.

Protective order cards display the restrained person's photo and identifying information, case number, court, order dates, terms, and identifying information for the card holder and any protected children or individuals.

Allows card holders to provide cards to schools, employers, day care programs, or other entities; the Honolulu family justice center may charge up to $20 per card after the first card.

Requires the Honolulu family justice center to maintain a database of issued cards accessible to law enforcement through website or phone to verify protective order existence and scope.

Appropriates state funds as a grant-in-aid to the Honolulu family justice center to implement the program; requires status reports to the legislature in 2016, 2017, and 2018; program sunsets December 31, 2018.
