Requires the Department of Health to participate in a systematic process to evaluate, improve, and sustain stroke care throughout Hawaii to reduce death and disability from stroke.

Establishes requirements for hospitals to meet specific stroke patient treatment capabilities and coordinates with emergency medical services to ensure stroke patients are quickly identified and transported to appropriate facilities.

Mandates the continuation of a statewide stroke coalition to provide a mechanism for evaluating and improving stroke care in the state.

Requires all acute care hospitals that receive stroke patients from emergency medical services to report data on the treatment of individuals with suspected or confirmed strokes to a stroke database.

Mandates the Department of Health to participate in a stroke database that compiles stroke care information aligned with consensus metrics developed by national subject-matter organizations while maintaining federal and state privacy regulations.
