Requires the University of Hawaii Board of Regents to adopt a sexual assault policy for all enrolled students based on an affirmative consent standard.

Defines affirmative consent as affirmative, unambiguous, conscious, and voluntary agreement that is ongoing throughout sexual conduct and may be revoked at any time.

Establishes that lack of protest, silence, dating relationships, or prior sexual conduct shall not constitute affirmative consent.

Mandates the policy include procedures for confidential reporting, victim privacy protections, notification of available resources and services, comprehensive training for campus officials, and sexual assault prevention training during student orientation.

Specifies that affirmative consent cannot be assumed when a complainant is asleep, unconscious, incapacitated by drugs or alcohol, or affected by bodily injury.
