Authorizes the Department of Health to allow two private-pay (non-Medicaid) individuals in a married or civil union relationship to be cared for in the same community care foster family home if the home is certified for three beds.

Requires operators of homes certified for three beds to immediately notify the department in writing of any vacancies.

Permits the department to redesignate a private-pay bed to a Medicaid bed when a married or civil union couple's relationship ends in the home.

Requires the Department of Health to submit a report to the legislature by twenty days before the 2016 regular session on the impact of allowing two non-Medicaid clients in one home, including effects on Medicaid recipient space availability.

Takes effect July 1, 2060.
