Establishes an unfunded liabilities task force within the department of budget and finance to develop recommendations addressing state and county unfunded liabilities, including the employee retirement system.

Task force composition includes the Hawaii employees' retirement system administrator (as chairperson), director of finance, one house representative, one senator, four county representatives (one per county), representatives from Hawaii Government Employees Association and United Public Workers AFSCME Local 646, a Honolulu fire department representative, and other members as determined by the task force.

Task force must determine the best means for funding respective liabilities, consider relevant legislation including fiscal impact of new public sector positions, and review policy recommendations from other states.

Task force members serve without compensation with expenses paid by their respective agencies or organizations, and are exempt from ethics requirements under chapter 84 of Hawaii Revised Statutes solely due to task force participation.

Task force must submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2017 regular session and ceases to exist on June 30, 2017.
