Replaces two representatives from the Hawaii Council of Mayors on the early learning advisory board with one representative each from the counties of Hawaii, Kauai, and Maui.

Changes the term of office for county representatives from staggered two and three-year terms to uniform three-year terms for each of the three neighbor island counties.

Appropriates unspecified funds for fiscal years 2015-2016 and 2016-2017 to cover travel costs for neighbor island members of the early learning advisory board.

Allows current Hawaii Council of Mayors representatives to complete their existing terms before new county-based representatives are appointed by the governor.

Takes effect upon approval, with the appropriation provision effective July 1, 2015.
