Establishes penalties for manufacturers and wholesale distributors who violate labeling requirements, with each day of violation constituting a separate violation (specific penalty amount left blank in bill text).

Defines key terms including "plastic product" (covering consumer products, packages, bags, wraps, food/beverage containers, straws, lids, and eating utensils) and references ASTM standards.

Takes effect January 1, 2112.
