H.B. 621 Summary

• Prohibits manufacture of personal care products containing synthetic plastic microbeads in Hawaii beginning December 31, 2017, with an exception for over-the-counter drugs until December 31, 2018

• Prohibits acceptance for sale of personal care products with microbeads beginning December 31, 2018, and over-the-counter drugs with microbeads beginning December 31, 2019

• Establishes civil penalties of up to $1,000 for first violations and up to $2,500 for subsequent violations

• Preempts all local municipal and county ordinances regarding synthetic plastic microbeads

• Takes effect July 1, 2053
