Establishes the Papahanaumokuakea Marine National Monument Program within the Department of Land and Natural Resources to coordinate Hawaii's co-management responsibilities of the monument established by Presidential Proclamation 8031 on June 15, 2006.

Designates the Department of Land and Natural Resources as the lead state agency for co-managing the monument and requires collaboration with the Office of Hawaiian Affairs to perpetuate Hawaiian cultural resources and customary and traditional native Hawaiian practices.

Authorizes the program to issue permits consistent with state law and federal regulations, provide advice to the governor and state agencies on monument management, adopt administrative rules, and solicit grants and donations.

Allows the Department to establish and charge fees for services provided by the program, such as permit issuance, subject to board approval with a 45-day public notice period and public testimony consideration.

Establishes criminal penalties for violations of program rules or permit conditions: $250 minimum for first offense, $500 for second offense, and $1,000 for third or subsequent offense, with fines not subject to suspension or waiver.
