Amends Hawaii Revised Statutes Section 338-17.7 to revise requirements for obtaining a new birth certificate reflecting a change in sex designation.

Requires a United States licensed physician to attest that the birth registrant has a bona fide physician-patient relationship, has received appropriate clinical treatment for gender transition, and has completed the transition to the new gender.

Specifies that new birth certificates shall not be marked as amended and shall not reveal the original language changed by any amendment.

Allows sealed documents from sex designation change amendments to be opened by court order or by request of the birth registrant.

Takes effect on July 1, 2015.
