Increases the maximum civil fine for graffiti on county property from $1,000 to $1,500, or an amount equal to the actual cost of repair or replacement.

Parents or guardians of minors who place graffiti on county property are jointly and severally liable with the minor for any civil fines imposed.

Defines "graffiti" as any unauthorized drawing, inscription, figure, or mark intentionally created by paint, ink, chalk, dye, or similar substances.

Civil fines may be imposed administratively after a hearing opportunity under Hawaii Revised Statutes chapter 91, but this is not required before a court can order civil fines.

The Act takes effect upon approval and does not affect rights, duties, or penalties that occurred before its effective date.
