Establishes the China-Hawaii economic council within the department of business, economic development, and tourism to facilitate mutual economic development between Hawaii and China.

Council must meet at least once annually and report to the legislature no later than twenty days prior to each regular session, including policy on economic opportunities, investment descriptions, proposed business ventures, and any needed legislation.

Council membership includes the director of business, economic development, and tourism (chair), Hawaii tourism authority board chair, office of planning director, Hawaii technology development corporation board chair, Hawaii strategic development corporation board chair, finance director, transportation director, and representatives from the Chinese business community.

Council members serve without compensation but are reimbursed for actual and necessary expenses, including travel costs.

Bill takes effect upon approval.
