Amends Hawaii Revised Statutes Section 10-12 to make Office of Hawaiian Affairs (OHA) officers and employees subject to Chapter 89 (collective bargaining), allowing them collective bargaining rights.

Modifies Section 89-6(d) to grant the OHA Board of Trustees one voting vote in collective bargaining negotiations for bargaining units (1), (2), (3), (4), (9), (10), (13), and (14) if OHA has employees in those units.

Protects existing rights and benefits of OHA employees during transition to bargaining units, including benefits under Chapters 78, 87A, and 88, with no break in service.

Preserves all rights, duties, penalties, and proceedings that matured or began before the effective date of the Act.

Takes effect on December 24, 2088.
