Amends Hawaii Revised Statutes Section 89-6(d) to establish voting procedures for collective bargaining negotiations involving bargaining unit (9).

For unit (9) negotiations, allocates three votes to the governor, two votes to the Hawaii Health Systems Corporation board, and one vote to the chief justice.

Removes bargaining unit (9) from the previous voting structure that grouped it with other units and creates a separate voting arrangement.

Decisions within the employer group require a simple majority vote under existing procedures.

Takes effect on February 5, 2060.
