H.B. 683 Summary

• Amends Hawaii Revised Statutes Section 368-13 to give the executive director discretion to either demand cessation of discriminatory practices or dismiss a complaint and issue a notice of right to sue after finding reasonable cause and failing to secure conciliation within 180 days.

• Requires the executive director to issue a determination of reasonable cause within 180 days from the date of filing a complaint, unless the commission grants an extension.

• Maintains mandatory demand requirements for fair housing complaints under Chapter 515 and the federal Fair Housing Act, preventing dismissal as an alternative option for those complaint types.

• Makes the executive director's determination to dismiss a complaint subject to commission reconsideration on its own initiative but not subject to judicial review.

• Effective January 7, 2059.
