Establishes the Hawaii Healthcare Workforce Advisory Board within the Department of Labor and Industrial Relations, chaired by the department director, to advise on healthcare workforce development strategies and programs.

Board membership includes the directors of labor and industrial relations, health, and the Hawaii/Pacific Basin Area Health Education Center; director of University of Hawaii at Manoa's office of public health studies; one community college chancellor; one nurse training program representative; and three healthcare professionals serving two-year terms.

Board shall develop mission and objectives focused on pre-service healthcare programs, advise on workforce expansion projects, and establish partnerships with healthcare providers and organizations.

Authorizes the director of labor and industrial relations to establish additional workforce advisory boards for emerging industries, with members selected based on expertise and representing partners, stakeholders, educators, and employers.

General workforce advisory boards shall coordinate training programs, align workforce development with employer needs, engage employers across the system, and develop new performance indicators related to employer services and credential attainment; effective July 1, 2015.
