Repeals Section 211F-5.5 of Hawaii Revised Statutes, eliminating the cancer detection development revolving fund administered by the Hawaii Strategic Development Corporation, finding the fund no longer serves its intended purpose and fails to meet revolving fund criteria.

Abolishes four administratively-established trust accounts and funds: the Hawaii Criminal Justice Commission Trust Account (established 1985), the Preservation of Endangered Plants Trust Account (established 1989), the State DOD Physical Amelioration Donation Trust Fund (established 2010), and the UH Wellness Center Operating Account (established 2008).

Transfers all remaining unencumbered balances from the abolished funds and the repealed cancer detection development revolving fund to the general fund, effective July 1, 2015.

Implements recommendations from auditor's reports nos. 14-04 and 14-13 regarding non-general fund management.
