Amends the composition of the Board of Private Detectives and Guards by restructuring how the six appointed members are distributed among different categories.

Requires that of the two board members actively engaged in licensed practices, one must be a public employee, while the other must be a licensed private detective or licensed guard.

Maintains existing requirements for the six appointed members: two chiefs of police from any of the four counties, two private citizens not engaged in licensed practices, and two persons actively engaged in licensed practices.

The director of commerce and consumer affairs remains an ex officio nonvoting seventh member of the board.

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the effective date.
