Prohibits general engineering contractors and general building contractors from performing incidental work and supplemental work themselves.

Requires general engineering contractors and general building contractors to engage subcontractors with appropriate specialty licenses to perform incidental work.

Defines "incidental work" as work directly related to a larger project with an aggregate subcontract price not exceeding the lesser of 1% of total contract value or $100,000.

Corrects spelling of "levelling" to "leveling" in Hawaii Revised Statutes Section 444-7.

Takes effect upon approval.
