Authorizes the Director of Finance to issue general obligation bonds for the Lahaina flood control project in the West Maui soil and water conservation district, with specific amounts for Phase 3B and Phases 4 & 5 (amounts left blank in document).

Appropriates matching funds for fiscal year 2015-2016 to be used in conjunction with county of Maui appropriations, contingent on the county providing at least 20 percent of the estimated project cost.

Funds will be expended by the Department of Land and Natural Resources to construct a mile-long diversion channel, four sediment basins, and a debris basin to reduce repetitive flooding in Lahaina.

Appropriation does not lapse at the end of the fiscal biennium; however, any unencumbered funds remaining as of June 30, 2018, shall lapse on that date.

Takes effect July 1, 2015.
