Removes "temporary" designation from the west Maui ocean recreation management area advisory committee, making it permanent rather than subject to expiration on June 30, 2015.

Increases committee membership from five to six members appointed by the chairperson of the board of land and natural resources.

Adds a sixth committee member position for someone with a background in ocean safety, such as a lifeguard or ocean safety first responder.

Expands the committee's advisory scope to explicitly include ocean safety strategies among issues related to uses and maintenance of state waters in the west Maui ocean recreation management area.

Requires the department of land and natural resources to submit annual reports to the legislature regarding the committee's findings and recommendations, removing the previous sunset provision that limited reporting.
