Establishes a working group chaired by the Department of Business, Economic Development, and Tourism to create a master plan for universal high-speed broadband access in Waikiki, Kaanapali (Maui), Kohala (Hawaii), and Hanalei (Kauai)

Working group membership includes representatives from state agencies, Hawaii Tourism Authority, Hawaii hotel industry nonprofits, local government, and private sector technology and telecommunications companies

Members serve without compensation but receive reimbursement for necessary expenses including travel incurred in performance of duties

Working group must submit the completed master plan and any proposed legislation to the legislature no later than twenty days before the 2016 regular session convenes

Working group dissolves on June 30, 2016, and Act takes effect July 1, 2015
