Requires state agencies to hold public hearings on proposed administrative rule changes in the counties primarily impacted by those changes.

Mandates at least one public hearing with thirty days' notice on each island where the proposed rule will have a significant monetary impact on residents or communities.

Allows agencies to supplement in-person hearings using Internet, teleconference, videoconference, or other electronic transmission technology.

Amends Hawaii Revised Statutes Section 91-3(a) to add these public hearing location and notice requirements to existing administrative rulemaking procedures.

Takes effect on July 1, 2112.
