Amends Hawaii Revised Statutes Section 286-42(c) to authorize county directors of finance to contract with car dealerships and motor vehicle rental companies for registration of used cars, in addition to new cars.

Modifies Section 286-41(a) to add an exception allowing used car registration to be handled through contracted dealerships rather than requiring individual owners to register with the county director of finance.

Allows county directors to adopt rules under Chapter 91 to establish application, bonding, and procedural requirements for dealership and rental company contractors.

Applies to both used car dealerships and motor vehicle rental companies that are increasing their sales of used vehicles to meet consumer demand.

Becomes effective upon approval.
