Imposes a beach clean-up cigarette fee on wholesalers and dealers for each cigarette sold, used, or possessed, effective July 1, 2016 (fee amount to be determined).

Establishes the Beach Clean-Up Special Fund in the state treasury to receive fee revenues, legislative appropriations, and private donations.

Authorizes fund moneys to be used for planning and implementing beach litter removal projects and providing grants to counties and nongovernmental organizations for removing litter from beach land.

Defines key terms including "cigarette," "wholesaler," "dealer," and "beach land" (shoreline areas including sand, rocky, or cobble beaches, dune systems, and related improvements).

Takes effect July 1, 2015, with the fee collection beginning July 1, 2016.
