Department of Education and Department of Accounting and General Services must jointly conduct a comprehensive study and develop a master strategy for implementing cooling systems at all public school facilities.

The study shall examine electrical and environmental standards, capital improvement costs, long-term repair and maintenance costs, and other relevant implementation factors.

Departments must submit a joint report with findings, recommendations, and proposed legislation to the legislature no later than twenty days prior to the 2016 regular session, including implementation timelines and funding needs.

Director of Finance is authorized to issue general obligation bonds for fiscal year 2015-2016 to fund demonstration projects showing efficient methods to cool classrooms in public schools.

Act takes effect July 1, 2015, with appropriated funds not lapsing at the end of the fiscal biennium except any unencumbered moneys remaining as of June 30, 2018.
